Scratch space not being created

Greetings,

I have been able to make a cluster and verify that everything is
working except for the creation of the scratch space
(/cluster/docs/latest/manual/getting_started.html#verify-scratch-space).
The scratch directory is created, but without space attached to it.

How do I insure that the scratch space is created?
